Financial & Administrative Support

RUKI delivers comprehensive financial management and administrative support to the agency’s operations, including oversight of the Payment in Lieu of Taxes (PILOT) program, which offers financial incentives to projects that advance economic development, workforce growth, and housing initiatives. Services provided include: 

  • Supporting structuring and administration of PILOT agreements for large-scale development projects, including financial analysis, compliance monitoring, and stakeholder coordination

  • Assisting in ensuring adherence to program requirements tied to economic objectives such as job creation and capital investment

  • Providing end-to-end support for planning and execution of monthly Board meetings

  • Supporting preparation and submission of annual Public Authorities Reporting Information System (PARIS) reports
